TL;DR

Arminiya is what you get when the rapidly expanding Arab Caliphate reaches the Caucasus and tries to govern the fiercely independent local nobility. Following their 7th-century conquests, the Arabs grouped Greater Armenia, Caucasian Iberia (Georgia), and Caucasian Albania (Arran) into one massive super-province.

At first, the Caliphs were content with a “hands-off” approach—letting Armenian princes (nakharars) run the show in exchange for tribute and loyalty. But eventually, the Umayyads and Abbasids decided to enforce direct rule via a governor called an ostikan operating out of Dvin. This triggered a centuries-long tug-of-war characterized by high taxes, massive rebellions, and the eventual destruction of old noble houses like the Mamikonians. The era ended when the Bagratuni dynasty consolidated enough power to declare independence, crowning Ashot I as “King of the Armenians” in 884.

The Bagratuni and Bagrationi Dynasty

Is Bagratuni the same dynasty that ruled Georgia later?

Yes, they are essentially a “fork” of the same ancestral codebase. The famous Georgian royal house, the Bagrationi dynasty, started as a cadet branch of the Armenian Bagratuni family.

  • The Split: In the 8th century, a branch of the Bagratuni family migrated north to the region of Tao-Klarjeti (a cultural crossroads straddling modern Turkey and Georgia).
  • Cultural Assimilation: While the original Bagratunis remained culturally and linguistically Armenian, the northern branch assimilated entirely into local Georgian culture, taking the Georgianized name Bagrationi.
  • The Legacy: Both branches were highly successful at playing the long game. While the Armenian Bagratunis eventually restored the Kingdom of Armenia in 884, the Georgian Bagrationis went on to unite the Kingdom of Georgia and ruled for nearly a millennium until the Russian Empire annexed them in the 19th century.

The Conquest: A Timeline of Confusion

Figuring out exactly how the Arabs conquered Armenia is notoriously difficult because Greek, Armenian, and Arabic sources completely contradict each other on the dates and details1.

The broad strokes:

  • 639/640: Arab forces fresh off conquering the Levant and pushing into Persia reach Armenia.
  • The Seesaw Years (640–653): A series of raids and counter-raids. The Byzantines and Arabs essentially played tug-of-war with the region.
  • Theodore Rshtuni’s Gambit: The Armenian leader Theodore Rshtuni initially fought off the Arabs and allied with Byzantine Emperor Constans II. However, when the Byzantine-Arab truce ended in 653, Rshtuni realized the Byzantines couldn’t protect him and voluntarily submitted to Muslim suzerainty. With Arab help, he kicked the Byzantine garrisons out of Armenia and became the recognized presiding prince2.

The Autonomous Era (661–700)

For the latter half of the 7th century, Armenia enjoyed a surprising amount of de facto autonomy. Under a treaty with Caliph Mu’awiya, the Armenian princes agreed to:

  1. Pay a relatively low tribute (in cash, which forced the local economy to mint coins in Dvin and produce trade surpluses).
  2. Provide soldiers to the Caliphate upon request.

In exchange, the Arabs kept no garrisons and no officials on Armenian land, and even subsidized the Armenian princes with 100,000 dirhams annually. It was essentially the best deal the Armenians had seen since the fall of the Arsacids.

The Imperial Crackdown: Rise of the Ostikans

The “hands-off” honeymoon ended under Caliph Abd al-Malik. Between 700 and 705, his brother Muhammad ibn Marwan brutally subdued the region, executing rebel princes and locking the province down under direct Arab rule.

The Four Zones of Arminiya

The Arabs maintained the Persian/Sasanian administrative style, establishing the capital at Dvin and dividing the massive territory into four regions:

  • Arminiya I: Caucasian Albania (Arran)
  • Arminiya II: Caucasian Iberia (Georgia)
  • Arminiya III: The area around the Aras River
  • Arminiya IV: Taron

The province was managed by an emir/wali (the ostikan), but the actual day-to-day administration was still handled by the local nobility, headed by a “prince of princes” (ishkhanats’ ishkhan). By 725, the Arabs conducted a census and jacked up taxes to fund their grueling wars against the Khazars.

The Abbasid Hammer

When the Abbasid Revolution overthrew the Umayyads, things got substantially worse for the nakharars. Caliph al-Mansur revoked their privileges, cut their subsidies, and squeezed them with harsher taxes.

This triggered a massive rebellion in 774, which culminated in the Battle of Bagrevand (April 775). The Arab victory was absolute.

  • The Mamikonian family—one of the oldest and most prominent noble houses—was nearly wiped out, fleeing into exile or fading into insignificance3.
  • A power vacuum opened up, eventually filled by the Artsruni clan in the south and the Bagratuni clan in the north.
  • Arab tribes began settling the region, accelerating the Islamization of Caucasian Albania and lowland Armenia.

The Endgame: A King Returns

Despite the repression, the Emirate couldn’t hold out forever. Ashot I of the Bagratuni family spent the 860s strategically marrying his family into the other surviving noble houses (the Artsruni and Siwnis) and playing a cautious diplomatic game with the Abbasids. By 884, he had amassed so much power that he simply declared himself King. Recognizing reality, both the Abbasid Caliph and the Byzantine Emperor officially recognized his royal title shortly after.

How Islamic was Arminiya?

Despite being an Islamic Emirate ruled by an Arab ostikan, the core of Arminiya remained overwhelmingly Christian. The system was less about religious conversion and more about a geopolitical protection racket.

  • The “Jizya” Subscription: The Arabs were primarily interested in state revenue. As “People of the Book,” Christians paid the jizya (a special tax on non-Muslims). Forced mass conversion wasn’t highly incentivized in the early centuries because converting the population would mean the Caliphate losing out on its most reliable local tax revenue.
  • Christian Nobility: The day-to-day administration was largely handled by the Armenian nakharars, who remained deeply tied to the Armenian Apostolic Church.
  • Regional Islamization: However, Islamization did successfully take root in specific geographic pockets due to Abbasid settlement policies. A process of settlement with Arab tribes began in the aftermath of the 775 rebellion. By the middle of the 9th century, this led to the Islamization of Caucasian Albania. At the same time, Iberia and much of lowland Armenia came under the control of a series of Arab emirates.
The Bureaucratic Roster: Notable Ostikans

The Caliphate cycled through governors at an exhausting rate to prevent anyone from building an independent power base.

Early Era (Pre-Direct Rule):

  • Hudhayfah ibn al-Yaman
  • Habib ibn Maslama al-Fihri (Conducted the 645/646 campaigns)
  • Al-Muhallab ibn Abi Sufra (c. 686)

The Direct Rule Era (Post-695):

  • Muhammad ibn Marwan (c. 695–705) - The architect of direct rule.
  • Maslama ibn Abd al-Malik (709–721, 725–729, 730–732)
  • Al-Jarrah ibn Abdallah (721–725, 729–730)
  • Marwan ibn Muhammad (732–733, 735–744) - Future Caliph Marwan II.
  • al-Hasan ibn Qahtaba (770/771–773/774)
  • Bugha al-Kabir (852–855)
  • Isa ibn al-Shaykh al-Shaybani (870–875)

Footnotes

  1. Modern historians mostly rely on the Armenian bishop Sebeos and the Byzantine chronicler Theophanes the Confessor to reconstruct the mess.

  2. Rshtuni successfully played both empires against each other, though the Byzantines eventually managed to capture him and take him to Damascus, where he died in 656.

  3. This battle completely rewrote the geopolitical chessboard of the Caucasus. If you lost at Bagrevand, your dynasty was effectively canceled.
